That is our consumption method in this rule set. We wanted to simplify the supplies and avoid consuming 1 supply for a medium armore to move or 1 supply for an entrire task force to blitz attack. If a player has only 1 supply depot, they pay only one supply consumption- but on a map this big, that would mean most of their forces are not in supply and could not conduct combat operations. The blanance point is found by the player.
