      It's quite a lot, however, to impose on the family of one of the children's friends. It would be another thing if it were a family friend, friend of the mother, etc. Plus, you're banking on young children who are friends remaining that way in order to have peace in the household.

Many "friend's" may have a healthy functioning home that is ready to invite a needy person in & show them what healthy looks like! Many foster & adopt successfully!

      ladies, you apparently know nothing about the correction in the court. This mother is broken, and that is intentional. Think about the weaponizing of our government that is being reviewed by congress; and just change "Republicans' to '"parents". The same power of a full government all agency's toolbox used to create a narrative of why children are better off in paid strangers custody. Would you be surprised to know every dollar cps spends, they get $1.80 or more back from fed title lV. Drug tests are not trust worthy either, every state in Union has been caught numerous times falseing results. They say whatever they want, never facts. Like the politians in charge today, they know some people believe whatever they read. Regardless of truth.

    I fostered my nephew's friend, age 9 years and and his older brother was age 11 years.
    They were placed for five weeks. They stayed the eldest stayed until he was 18 years old and the youngest stayed until he was 25 years old and he passed away with cancer.
    They had a settled life with me and enjoyed doing things they had never had the opportunity to do with their mum. I was not a foster carer, and I was not a friend or family. As I had never met the boys. I had I checks for criminal records, etc.
    And police checks.

    The judge is and should be critical. These child care workers are acting like they don’t have a clue. If you take over a case then you gather all the information you can and have it ready for the judge. And if this is a case where the children have been removed then why the hell aren’t the home studies and background checks done within a week? The child care worker in green acts like this is her first day on the job!!!! TF! How the hell do these people expect the judge to do his job with no information upon which to make his decision?!?!

    I wonder what kind of education CPS workers have. Those case workers cannot have more than high school. The attorney Rankin seems totally unprepared. It’s ridiculous. I can’t imagine these people being in charge of any children. My God.

      I don't think they have much, if any, education beyond high school. Certainly not enough training. I managed to raise 2 boys to adulthood without CPS ever being involved in our lives. Thank God. Because from what I have seen, once they're in your life they're not going away very easily. It makes me sick how many sh*try parents there are who can't even get it together long enough to get their kids back. The kids lose over and over again.

      @@ruz7951 it doesn’t take much for someone to have CPS involvement. Just an anonymous phone call from someone who has angry or wants to be vindictive. They can do it once a week and cps would have to be out to the house once a week. Due to things like this they are overworked and are overloaded with cases. That’s what causes them to actually be more neglectful than the parents that get calls against them.

    I feel bad for the 2engage lady after reading employee reviews about working there and how poorly trained and overworked they are and some terrible supervisors that aren't engaged. Sounds like a nightmare. Is nobody overseeing this organization that cares for children??!!

      Judge sure was picking up on some inconsistencies & slip shoddiness! However, this worker would need serious training & supervision before I would feel comfortable with her in an oversight position! She needs a different career choice with all due respect! It is workers like this that end up allowing children to get hurt! Impressed by the Guardian Ad Litem though!

    I'm a retired mental health social worker specializing in Level 1 clients both in the Child/Adolescent section and later in Adult section.
    Level 1 clients are the most chronic, severe cases involving multiple disciplinary teams - CPS, ADS, education, hospitalization, wrap around services, service/treatment plans, housing, medical, prison...........
    Based on my experiences, I have never met a CPS worker that was competent.
    For example, I had a family where the grandparents adopted their 6 grandchildren - various ages. They had decided to move out of state which was to be a huge benefit to the family.
    The problem was that the 15 y/o female wanted to stay with an aunt that lived in gang territory. Everyone on the team psychiatrists, school, myself and my team were against this.
    CPS prevailed so the 15 y/o was placed with the aunt. 2 days before the family moved to the 15 y/o was murdered in a gang fight.
    This was only 1 of many cases that I had with CPS and none of them was of benefit to the child/children.

      As a Police Officer, I had frequent encounters with my state's CPS, all of which I found supremely frustrating.
      Once, a Worker saw my frustration and pulled me aside. She explained that while mandate of CPS was child protection, a secondary goal of the organization was to keep families intact, where possible.
      This often lead to conflicting priorities and apparent options being non-viable.
      As the old saying goes, what you see depends on where you stand...

      Obviously things were not going well with the 15 year old that she wanted to stay with her aunt. So for all your services someone missed the boat on your end about what was going on with this teen. Calling ALL CPS workers incompetent in your experience makes me wonder if you ever understood the limitations, scope and realities of their job.

      I’m not so sure this person didn’t find that there was something wrong with the grandparents. It’s a 15 year old girl. She obviously didn’t want to move away from her friends or whatever it was for her wanting to stay. 15 year olds don’t really have a great reputation for doing what is right over what they want. Her intention was to stay with the aunt. Who knows why honestly but it’s fairly evident her death is mostly on the poor kid and her choice. I made really stupid choices when I was that age. I’m surprised I made it to the age I am, 49, from the dumb choices I’ve made.

    Sounds like a lot of nothing has been done on this case. 5 professional women, advocating for these children and most of them have, “no knowledge” or “have not received the paperwork or emails”. What is the State and County paying for? Dugan wants the children placed with the Uncle but literally has no info on his, his partner or his home. If he was concerned about his sister/the mom doing drugs he still let his kids stay the night with his sister. If kids placed with Uncle/mom’s brother would he protect the kids from the mom? What a mess. These poor kids pulled into the depths of adult bs.

      You can ask your State to allocate more money to child and family services! You can also vote blue to stop any further infringement on abortion rights!
      It's a very hard job. No excuse, but it's probably not incompetence and it's unlikely malice. It's a broken system. I wish more people actually looked at what happens. So many say protect the kids but don't follow through with action. So many kids in a broken system.

    My opinion on placement.....just because the mom wants her brother to have the children, and he is willing to take them, it doesn't mean it's the best placement for them. Just because he IS the brother doesn't either. I know a few 'brothers' that I would never, ever let near my children. Blood relatives are not always the best choice.

      Okay but you need to recognize that parents still have a right to choose the placement if they can find an appropriate one. If the police there at has had CPS involvement obviously that's not ideal. And if at all possible biological family should always be used over fostering to unrelated people, that's pretty much the policy in every state.

      Depends on what your scale is…like what are the contributing factors to determine “best”. It’s well known that removing the children, regardless of how necessary it is, is traumatic for children. Having them placed with family members who they’re familiar with & love can minimize that trauma.

    Just had our grandson removed because we said we were not prepared to adopt because our daughter needed mental inpatient care die to psychosis, confirmed diagnosis. Suddenly the DA requested immediate removal for child being in unsafe environment. Ok to adopt but because we choose to try to get daughter medical mental care, protection order in place so this child is protected, but suddenly the child is unsafe because we are trying to help his mom and take care of him. Reunification seems to be the last resort

      @@jenniferweddington9759 we are trying. CPS says if she tests neg for drugs 3x we can see him in their office, supervised. We did nothing but care for him since birth thru the NICU and everything. The last 2 tests she took were "lost" so have to start all over. Her last case with her other 2 kids she neg tested 80x and they refused her to see them . Grand parents have no rights in TX, weird because TX is such a Red bible thumping state grand parents would have some say. The court already will terminate regardless of what is done. Sadly the little guy will never know he has 2 sets of GPs, an older brother and sister. The state refuses to send a referral for a medical eval and or counseling. All they care about is neg drug testing. She had illness before but even us assumed it was drugs. After she lost her other 2 kids she sort of lost it and self treated with drugs because she went into full psychosis. She got pregnant and denied she was pregnant, she was so small and thin, didn't show at month 6. By 7 a bump bit we didn't see her month 7 or 8 then had a baby in motel bathroom. She freaked out at the hospital and couldn't believe she had a baby. AMA and she left. Father was told to leave the hospital and CPS came in and took him to another hospital. The father returned after he found her roaming along the highway and took her home but by then CPS took custody and he was escorted out of the hospital. All this info coming to light but if diagnosed with mental issue, forget it. I don't think people understand how difficult it is to get treatment for someone in psychosis. Unless they are hurting someone or in the act of hurting themselves you are helpless. Sure, ER for a day then they release or a week facility bit it is back on the street. All the state sees is drug use in the past so a druggie, danger to kid, terminate and adopt out. We could adopt but get no state assistance on top of supporting her and the kicker is the judge already mentioned a no contact order if the terminate on top of it being also if he is adopted so if we were to adopt she could never have any contact. Basically, we need to kick her to the curb and sacrifice her life for his unless we let go and let him get adopted to someone else.

      Reunification is NOT their goal, ot matter HOW MANY TIMES they say it is. Over half of these children are in no danger at all, and simply have parents who struggle financially, and to keep us their homes while working with multiple young children. They will use anything to take a child and pretend it has suffered some imagined abuse, all the while, ALL of the children are confused and feeling angry because you just took the one person they could count on, out of their lives. They say there are times where it would be in the child's best interest to stay in the home even when there are issues. I believe this is true 90% of the time since only 2% of cases nationwide are actually for abuse. We arent free. Not in America. We are just as big of slaves now as the African Americans were back in the day. But in these times the separation comes due to social class. Poor people can't afford maids and nanny. Rich people have a spotless house at all times or the maid gets fired. Stop taking kids because you don't like someone's lifestyle. Take them when there is actual abuse. Actual physical damage. It damages a child to be taken from their home. When will you monsters take sresponsibility for all of the unabashed children who come into the system and end UP abused BECAUSE you took them from their parents?!?!

      Exactly. The CPS lady finally came to see her. No family plan done, finally got some referrals, and she let slip that just prior to court they received info that we were "helping" her. Of course, wasn't a secret that we refused to sacrifice her for him. There is a way that both can be helped. I suspect they think she saw him and that scares them because she may eat him or something. No proof she is a danger.

    It’s so amazing that we have these attorneys fighting to take these children from parents and punish them. But they aren’t fighting to make these social workers accept accountability for their incompetence.
    Take them from the families and allow THESE women to decide what’s best for them?
    Something is wrong with this system.
    How can you fight to take the kids and have NO WHERE for them to go.

    Nobody wants to do their jobs, everyone wants to pass it off the someone else. These people should have all their information before the hearing, all interviews, studies, paperwork, and witnesses, that’s why these cases go on and on. Courts cut the people involved too much slack.

    Unfortunately everyone on this case have dropped the ball. Not communicating properly with ALL involved, the Judge is working in a very dark box, no information so he could've decided. I think they all need a course on team work and outline their duties. This hearing really did not accomplish much for these two children of any tangible value to move forward.

    I do hope by this time, the cps has improved on how they handle these cases. According to this, they have not done their job and considering their job deals with children, that's a pure shame. Someone needs to put a knot in their tail and get them to working correctly.

    Ms Dugan gave the case study to her Supervisor and that person isn’t on the call?! They basically hung her out to dry. Not cool! It makes everybody look bad and the Judge doesn’t have any information to make a decision. The end of this ended up being a cluster!

    It makes me crazy when I see these people. It seems like they do everything half ass at best, without even general follow up. It's no wonder so many people complain about services. These people have other people's futures in the palm of their hands, and don't really seem to care enough to do the job completely. They're displacing families.     In my state relative foster placement's are handled differently than regular foster placement in that only an initial criminal check, check on the safety registry and home assessment are needed to place the child and a complete home study is only required if the relative is wanting to be licensed as a relative foster home for the purpose of receiving a subsidy. Even if the relative seeks a subsidy the home study can be completed while the child is in the relative home as the department has already deemed the home as safe and suitable. This is only in regards to a relative placement.

    There is absolutely no excuse for any of these women to not know the information asked of them. I don’t care if these are new cases for them or not. Do your homework. Prepare for this hearing. How do you go to a hearing about placement when you haven’t done a home study of the home requested, or have gathered the information about the placement homes? WHEN SCHOOL BEGINS IN TWO DAYS! These people are not meeting the minimum requirements of their jobs. It’s embarrassing and unacceptable.

      Different Court. 1 yr ago my friend's grandkids were taken from the home. Pal was in zoom attendance to all. Every hearing they were idiodic, uninformed, left hand and right didn't communicate, and the judge was rude, belligerent, and read into what family said what she wanted, refusing words at face value. I felt sorry for the family. 4 generations screwed around because the teenage had a stupid moment in a zero tolerance world.

    Why aren't the Uncle, the families who have the kids, any counselors, anyone else being called in to testify? People's lives are being determined without accurate info. When I got custody of my granddaughter the process was much more precise. The court investigator was much more thorough. The great aspect was CPS was out of our hair once we got custody and fulfilled court requirements.

      @@lynnp9943 I made sure, even though at time it was very difficult, to keep the child's parents in her life. I knew that the child's needs were more important than mine and part of her needs included her parents, even if on a restricted basis. The mom was a teenager, abused and on drugs. If at all possible it was my privilege to assistant her in growing up without putting the child in physical or emotional danger. Many years I implemented strict access rules. Eventually mom and dad grew up. They are all doing well and we have a great relationship. The child is now a mom. Unfortunately no matter how hard I tried, I couldn't protect her from everything. But she's grown to be a phenomenal young woman, wife and mother. I am proud of both her and her parents, they too grew up to be strong adults who are taking responsibility. But, let me tell you, it was rough. I'm saying this to all the grandparents and caregivers. Don't forget your focus is primarily on the children but also, if your able, extend your hands in healing towards the parents. Edit: I re-read this and realized I left out my husband in the telling. Without his strength, guidance and love none of this would have been possible. No way.

      @@s.v.2796 there isn’t a day that goes by that I don’t wish that road would have been possible for us. Our path was different. I hope that my grandson can be strong and keep remembering that it’s not his fault. For him it was normal to wear dirty clothes to school, eat out of garbage cans for lunch, and every day wait out in the heat for her to come home, if she did. It took years to get guardianship, custody, and ultimately adopt him. And idk what I would have done without my husband either. He was the steadying force behind me when I thought CPS had finally broken me. They went as far as placing him in foster care AFTER I had already had a home study and the whole evaluation. I do wish things could have been different. All I can do now is to be the best person I can be for him. Sometimes I wish I could be more of a grandmother and less of a mother. Grandmas are a lot more fun. I wish you all the best. We as grandparents are stronger than a lot of people realize. We have to be.

      @@lynnp9943 I'm so very sorry. My heart breaks for you. I was so fortunate to have a son and daughter-in-law willing, trusting enough, or maybe just too young to not fight the system. This allowed me time to raise her. Because trust and believe me when they got older, and became to exert what they thought were their parental rights, they did enough damage in a couple of years to show me the potential of what might have been. Fortunately it was a very short time and the child was grown enough to balance love with knowledge. And we all made it through. Nonetheless, I'm so very, very heart broken. And please- I'm not coming from a place of "I'm so great." I'm in recovery. I was only two years clean when we got custody of our granddaughter. Although I didn't use around my kids, my drug use leaked into the world of my children and it did damage to them. I've been clean 28 years and I'm still making amends. Sometimes it's difficult to say everything on a comment. Sometimes I sound like I don't mean to. I'm not point fingers at you.

      She didn't cooperate with several attempts to test her for drug use. She didn't even show up to fight for what's best for her kids. She has had every opportunity to do what she needed to do.
      Don't try blaming CPS for her Fu($ ups!!! She put herself straight in their cross hairs.

    Rankin is staring straight ahead into my soul with some unnerving crazy, eyes. She looks like an npc of some video game character with her strangely large eyes.
    Judge is catching flies. Every time I think he’s had a stroke and is lights out, he says something perceptive to show he’s on top of it.
    Ms Dugan has the exact face that every Dmv worker I’ve seen does. That slightly smug, slightly irritated, almost offended but injured look. Like she’s smelling a fart and wants you to know she’s not happy about that.
    Mom’s attorney is so on top of it she’s leaving everyone in the dust. She’s the shining star here.
    Morris seems perfectly competent.
    Hodges seems like she’s got a chip on the shoulder.
    These people are very powerful, yet a little incompetent.

      The initial case worker is no longer involved. She was there to testify as to how the children came to be removed in the first place. At least in my home state, it is structured that there is an intake worker (the person who takes the report and decides whether it meets the threshold for investigation based on the state laws). The IA or initial assessment worker who completes the initial investigation and then ongoing case management. The second agency was actively involved with these kids as ongoing case management. The case worker from 2engage had been assigned this case only three business days before the start of the trial. Most times counties subcontract their ongoing case management to outside agencies, which is how I gather 2engage became involved.

    Mom can’t expect others to fight harder than her for her children. This hearing should continue without the parents! They’ve been put on notice and make an informed decision not to appear!

    the moms atty seems to want this to just be done. she doesn't care what the uncle is. she'd have the court place them on the word of the man she's never even talked to.

    Poor Ms Dugan got her head chopped off by not being completely prepared. Even though she has come onto the case late. She should have had access to everything in the kids case files even including her Supervisors records. That’s all about preparation!
