Nah, he always tried to make albums in an equal basis. He left TV at some point bc Verlaine didnt want to put any of his songs for the Album they recorded with Brian Eno, and the dñsame thing kinda happen with Johnny. At the end, thats the reason he went solo and formed The Voidoids.

I guess Richard Hell decided not to join the Heartbreakers. Probably a good decision :)
