I was born about an hour from where this happened. I have visited the memorial for this, and flown in/out from this same airport (Gander International Airport, ICAO code CYQX). Crazy to see it recognized outside of NL and the US military.

Arrow Air 1285R was a DC8 that was operated by a international charter carrying U.S. troops from Cairo to their home base in Fort Campbell KY with stopovers in Cologne Germany, and Gander Newfoundland. On the morning of Thursday, 12 December 1985, shortly after takeoff from Gander en route to Fort Campbell, the aircraft stalled, crashed, and burned about half a mile from the runway, killing all 248 passengers and 8 crew members on board. As of 2021, it is the deadliest aviation accident to occur on Canadian soil. At the time of the crash, it had the highest death toll of any accident involving a DC-8; as of 2021, it is the second deadliest, behind the crash of Nigeria Airways Flight 2120 six years later. R.I.P. to all of the fallen soldiers.

But however this crash still remains controversial. Without CVR they are unable to determine what was happening in cockpit. This will be the last Investigation for Canadian Aviation Safety Board

It was far from the last investigation by the CASB. They investigated many smaller accidents, right up until they got replaced by the TSB, which had a huge backlog of reports to release.
It was probably the only major investigation done entirely by the CASB (you could argue that PWA 501 is a major occurrence, and Air Ontario 1363 was investigated by the CASB for 18 days, and even after Moshansky took change, he basically used CASB personnel to investigate)
