Ideally maybe yes. Deloitte believes on how to present your self. Dressing is important.

Generally not encouraged to keep long hair...since we r in business of client service & presentability matters. That said, if u work in internal depts like HR, Shared Services, L&D etc...then perhaps it may not make much of a difference. Though also confirm with ur LM.
