I don’t know the affidavit rules important , from my point of by default that person is accountable if the vehicle is stolen, these affidavits rule is unwanted.
Secondly, if the transfer proceeds 100% through Vahan, the process would be easier. That can setup when requesting for NOC,an option should be in the software to add the applicable RTO un Kerala, and once Kerala RTO approves the request through online after verification of the vehicle, both NOC and Registering process can end. Also the refund should approve to the person, by way of deducting from the re registration charges ( 100000 paid in TN, kerala one time assume 45000, by default only 55000 should charge as re registration). Government and bureaucrats created such rules to take money from people.
These political games is the root cause to block the one India BH registration, all state checkpoint COPS need money from poor people.😢
