The heavenly pact is really important to the story so please dont forget who has one
As far as we know a heavenly pact can go 2 ways:
1. you are born with high cursed energy but a very fragile body (Mechamaru)
2. you are born with no cursed energy but you are physically gifted, aka high strenght, speed, agility etc. (Maki)
I love how this episode addressed femininity and strength with the insane fight scenes.
The female characters are actually complex and different instead of corny one dimensional eye candy. Maki is a crazy strong top tier character for sure, but so is Mai for not wanting to fight. Momo and miwa are also new perspectives and make them realistic in their motives and thoughts.
Overall crazy animation and storytelling, nobaras speaky hammer is so typically jjk too!

Just for reference, rubber bullets are indeed shot out of metal casings with gunpowder. It's exactly the same as regular bullets, but the projectile is rubber instead of lead.

I might be wrong but I think rubber bullets do have metal casings. Rubber casings would just be blown apart wouldn't they?
My understanding is cursed techniques interact with cursed energy more than physical matter. I believe Nobara just needs a way to connect her curse energy with another's in order to affect them. For curses, body parts are probably the most convenient source, but that broom was being manipulated by Momo, or is a cursed tool with its own technique. It looks like Nobara's Strawdoll technique didn't affect Momo herself, it just messed up the cursed energy in the broom and that's why it started plummeting.

Since you brought up Pandas grade ranking just wanted to mention that while your grade is generally a good indicator to power it doesn't always correlate to strength as its a system based on recommendation and not actually meritocracy but more a aristocracy (at least rn). This definitely doesn't mean you cant climb the ladder but in Maki's case since she's unable to see curses without her glasses and cant use whatever miniscule amount of curse energy she has, and Jujutsu society is pretty corrupt as a whole as we learned earlier on.

Also as a manga reader no spoilers tho I can def understand why Mei didn't wanna purse being a sorcerer especially when she's from the Zenin clan, having your sibling leave you behind to pursue your dream and leaving you in their shadow and being forced to make up for Maki leaving must be pretty hard but It still doesn't mean that Maki should be held down

Since I saw Maki in the intro and hear her talk I knew she was the one I'll love of the female character in JJK.
Unfortunately Nobara did not tank a bullet to the face lmao, that took her right out. Also yeah it should be all about talent and stuff as you said but Jujutsu society is just full of absolute garbage people and their morals and priorities are highly conservative and elitist in nature. Hence why Gojo wants to raise this generation to be different with their strength.
