Conjunction is always stronger than aspects. Mars aspecting Rahu will only give results based on transits (at a specific time) mapped to your birth chart. Otherwise, aspects are merely desires of planets. Imagine you are walking down the street looking at some house. You are aspecting that house (by just looking at that). It doesn't mean that you will also enter in that house. But if current transits say that you will enter in that house (then if your birth chart also says that) so you will enter in that house. Otherwise not. Transits " trigger " planetary aspects in birth chart for specific events.
