One of the best things that helped me improve my aim is just being calm in game. Not raging when you die, and understanding why you died and how you can improve is how I went from a noob who couldn't hit anything last year to a pretty decent player these days.

I mean alot of classes can counter sniper, the best way to annoy them is to use the vaccinator, but what I see is they don't even try to flank him, or even go soldier and use splash damage or demo with sticky spam, or if you want to ruin his day go mini sentry engi. I suck at scout so I can't say much about him, I can dodge very well but can't hit a heavy at point blank range lol
