First within the city they should improve the connectivity without traffic try to increase more public transport by increasing the number of buses or electrical bus lane within city and try to reduce the travelling time . Instead of wasting money on people who are not living. For example the person loosing interest to travel on metro where he use to Tavel one short distance then get the metro and again travel some distance to office using cab or bus . Instead implement one ticket for multiple travel like metro bus should have one ticket to go within the city
