If there is an option for enhancement user exit and badi what should you choose?

You should choose BADI. It's an Object-oriented approach we can do multiple implementations. If BADIis not available then go for it else Customer exits ( bz it is controlled ) then explicit then implicit enhancement. Instead of implementing user exit, you can do implicit enancement in that user exit.
