You can as well set up a committee between dog owners and meat sellers, so that when their dogs see the meat,they will not eat them,then you can set up that of herdsmen/farmers with these instructions: (1) Teach the cows the different between farm products and ordinary grasses.(2)Teach the cows how to hate yams,cassavas and other eatable farm products and (3) Teach the cows how to be civilized in their eating and walking habits so that the committees will be successful. Stop waisting tax payer's money in this type of exercise and tell cow owners to create ranches and stop open grazing,because open grazing is uncivilized and insults to farmers.
