This is pretty interesting, due the card boosts more then it should. Normal boost clock on this card is 1725, and its neck in neck with the 3x 8pin Strix oc 1860 boost clock.
Usually nvidia card will attemp to higher clock until either power limit or temp reach its limit. And its really depends on fan curve and ambient temp inside the case.

Its already maximum at 100%. Cannot go further.
I flashed the Gigabyte gaming OC 3090 bios to my MSI Ventus 3x and now I can slide to 105% and it can actually be stable over 2000 MHz.
Isn't that a big CPU bottleneck?
I got an MSI ventus rtx 3090 today and my frames aren't that great. I DDU'd and installed newest drivers. Issues?

I think the cpu hold the 3090 performance. This gpu its beast of power and need cpu power a lot. Try turn down shadow and other cpu intensive setting. Or maybe upgrade the cpu .
100% sure your cpu is holding the card. I7 7700k need at least a 6-8 cores cpu. Yours is a 4 core cpu.
Get a ryzen 5900x
you need ryzen 9 5900x

for some reason my 3090 ventus oc doesnt boost higher then 1725 mhz :/
Try an undervolt. i got mine pinned at 1830mhz at 825mv and it never fluctuates.
Try another fan curve in msi afterburner its really depend on fan curve and ambient temp inside the case. Or maybe try different driver sometimes its making difference.

That card is too hot, try another fan curve.

@@SkyegridMedia Its not, I have the exact same card, the default temp target is 83, with GPU boost 2.0 it will boost till you to get to 83. I raised a ticket with MSI and this is what they told me.

Nvidea has capped the frequency into smaller numbers with its newer drivers. The reason being is that some cards were having issues with a frequency that were much higher than the card could handle.
You need more fans in your case dude your 3090 won’t last long 80c is pretty hot for a gpu
