I live in the Auvergne region of France and here very few people speak fluent English. There is no way you can live a normal life here without speaking French and I think that is the case in most of the country
Even in Paris, they'll speak English ar the hôtel's desk or at the museums, but it will be more difficult if you ask for your way to a person in the street.

I think this guy has a peculiar definition of fluent.
A lot of people learnt English at school not at their parent's knee.
It shows.
@rajiv in your country i guess but not in the Philippines where we are taught in early age at home and our parents talk to us in mixed local dialect and english

Perhaps around 40 % speak English, though the absolute figure in nu.bers may exceed USA + UK ++

Australia: only 93%? I find this hard to believe.
There is a lot of immigrants in Australie. And in the USA, there is millions people who don't speak English, or only 20 words. (That's the reason why I learnt Spanish. When I'm in a country (m'y wife IS Américan, I go Timo thé USA every year), I like to bé able to speak with people in their language.
In the 90s USA 🇺🇸 only had something like 88-92% literacy rate. Its ex colony PH 🇵🇭 had a higher rate. so like 8% of Americans 🇺🇸 at that time can't readnor write. don't know the data currently.
@@miaya3898 8 years ago, I broke my ankel. Given the fact I wasn't able do do my sport, I decided to study Spanish (I'm French). The teatcher asked me what was my motivation to study Spanish. I replied "I want to be able to communicate when I go shopping at Whole Food when I'm in the USA". Because 100% of people working here are Spanish-speaking, and often, their English is very limited.

Philippines fluent English especially Visayan language in .Mindanao and Visayas..
Bisaya? Shut up! Most of the English speakers in the Philippines are in Luzon! Stop fooling yourself. Your Bisaya accents are worst.
The majority of the Filipinos who have better English and an accent in the Philippines are from Luzon. I visited Mindanao and Visaya and 75% of your people cannot speak proper tagalog and can’t speak English at all... and the majority of the uneducated people in the Philippines are from Mindanao and Visaya. 80% of domestic helpers and blue-collar (laborers) in the Philippines are from Mindanao and Visayas. More Filipino kids because of CZcams 1st language they encounter is English
they should bring it back to first grade elementary school. the earlier they learn, the more proficient they will become. it's kinda bad they remove when k12 was implemented.
We love British english
There's no such thing a 'British English' - it's just English by default, because Great Britain is where the language originated. Only those other countries who adopted English and adapted it to their convenience need to add an adjective to identify it: e.g. AMERICAN English, AUSTRALIAN English, etc,
@DaveBartlett They didn't adopt it. They brought it with them and forced it on the countries they went to like Austrailia and the US.
That's why every beauty pageant etc., Filipinos always come out on top and are feared because when they speak English they are really soft, smooth, agreeable, humble, intelligent, well pronounced, & understandable accent.
In the philippines there is a province where the women there if you don't ask them in english they won't answer you,
It's rare in asean countries like that.
That's why there are many foreigners who are jealous of Filipinos for their accent but they speak English.
What are you blabbing about? PH 🇵🇭 only started its winning streak when it started sending girls to Venezuela 🇻🇪 for training.
And I've never heard of such a province
In general, Filipinos are difficult to understand

Right but they placed Bangladesh instead. The data is wrong. Australia #11,Canada 9 , worst UK the origin of English language is 6 , behind France. That's funny.
Scotland, Northern Ireland & Wales ARE included in "United Kingdom", but English is the first language of most people in the Republic of Ireland, (that probably being in the high 90s as a percent of poulation,) but the rankings are based on NUMBER of people not PERCENTAGE of people, so they are omitted due to size of population (currently only about 5.3 million!)

You forgot to mention Kenya in the list which has the highest population of English speakers plus English is our official language….
We should learn how to speak and know more of English because it is the universal language whereas we can easily communicate with others especially those who are from America and Britain.
Misleading title! Just because English is taught in the country like the Philippines, it makes the country English speaking. I lived in the US for years but I still find many Filipinos I met not fluent in English. Many can get by simple English conversation but it is not considered proficient. In my observation you can tell a person speaking English is a Filipino if he or she starts the conversation with a "because" and repeatedly using it in every sentence.
Thank you for sharing your thoughts.
As a Filipino I agree to this. Many can understand English very well but cannot engage in a good conversation.
Do you realize that it only comprised 64M Filipinos speaking the Language? That’s 58% of the total population. And what’s the population of the Philippines now? 114M? Most probably, those Filipinos you’ve met wherever you are in the world comprised those who can’t speak the language.
