Yes, there are people allergic to water ,but she is a poet and i kind of think she was using metaphor here.
Yeah as being allergic to water, it is VERY painful itching.

I don't know if it's a song about an astronomically rare condition called "aquagenic urticaria", an oblique pondering about the inaccessibility of another person's trauma... or a confession from someone whose obsessive desire is always her undoing (ie, the "moth to flame syndrome"). I kind of prefer the third interpretation, but whothehellknows?
