As long as you have local resources and using vmware or hyper v you can spin up a new machine just as easily. Yes in theory you can spin up more vm's as have access to unlimited resources in Azure but the more you consume you more you pay so what else really drives the want/advantages, is it the web apps and API's available on the azure store?
The ability to "spin up" vms is just a fraction of the advantages of Azure, some of the more note worthy ones are - data resiliency since Microsoft has redundant data centers worldwide, ROI - no need to purchase new equipment every few years, scalability - scale a vm without being limited to by your hypervisor's specs, security - Microsoft has 1000's of the best security engineers in the world etc. Don't get me wrong loccal hypervisors have their place, in my organisation we have a brand new dell emc hyperconverged system, however for critical applications we use Azure.
3:48 -- That just remind me of the Liberty Mutual commercial, "you only paid with what you need, liberty liber...ty liberty"
