First it needs a gyroscope. The germans implemented this in the 40's and built the V1, which was 10x larger. Then you need to achieve hypersonic speed. Then you need several ten billion dollars, uranium enrichment facilities and actually engineers. Then bombers/ satellites and computers. Though quite good considering the budget.
