Georgia's trooper cars do have black interior. Granted it's all the chargers and newest crown vics. Not sure if the older ones did I'll take your word on then
You're right about the spotlights! Pretty bad. I left them off my Alabama State Trooper model.

I wouldn’t be surprised if some had other colors. The ones I’ve seen in person were gray.
