For anyone who thinks she's just a harmless or lonely little lady, she's not. She sasses and mocks the police and the soldiers, is belligerent and rude, harasses the horses endlessly, and now is grabbing people's children and potentially putting them at risk. The more she gets away with it all, the bolder and more obnoxious she becomes.
She knows exactly what she's doing. She thrives on this attention.
If this was a guy behaving this way with other people's kids they'd arrest her!

Picking up someone's child? Crossing the line. Are the parents so lame as to let that happen? When my kids were that age they'd be terrified if some stranger did that to them as they should be. I'd be thinking child endangerment even worse kidnap. Some folks say is mental & we should have mercy. This overstepping boundaries & IS public disturbance. You are just as bad as she is for laughing at her and encouraging her. The horse is getting agitated. When a horses ears are pinned back. They are passed. She is putting everyone there in danger. What she is doing is endangering not only the tourists endanger along with the horse and the guards. I'd like to see her do that with a working dog.
