Dynamite Headdy (1994) is an often-overlooked action/platformer gem whose main hero, a star puppet named Headdy, can attack his enemies by shooting his detachable head at them.
During the span of the game, Headdy must defeat the evil puppet king Dark Demon who captured his friends' home town, the Keymasters that guard the path to the villain, and Headdy's lifelong rival Trouble Bruin, who is eager to take his place in the production.
To prevent all those bad things from happening, Headdy has a nice arsenal of interchangeable heads that are used both to attack enemies and to aid traveling, which brings enough variety to entertain the viewer throughout the movie.
This run is an improvement of 00:45.81 seconds over the predecessor publication ( tasvideos.org/... ). It is achieved through a variety of improved movement, new glitches/tricks, and better RNG manipulation. Some key time saves include better Hangman/Spike Head flings, a couple small sequence breaks, and a boss phase skip.

The real reason why the Japanese Version isn't used is because of the dialogue in many points such as the start of boss battles.

some other reasons:
stair wars/go up! is shorter in the american version if trouble bruin only does the attack where he's vulnerable, as the japanese version has a set pattern that lasts 12 turns at minimum (trouble bruin has 8 hp but has a randomized pattern, maruyama has 4 hp and a set pattern.)
twin freaks / rever face has twice as much hp in the japanese version, although his ear is a giant hurtbox, in the american version he has half but only a small portion of his ear can actually be hit. (30 hp in the japanese version, 15 in the american version)

Because PS2 games aren't acceptable on the site due to the sloppy emulation and TAS tools.
People have created tests of certain PS2 titles, but at the current standpoint as I wrote above is why there's nothing.

How did they do all the sprite rotation / scaling? Is it just scaline trickery, or is there hardware built into the cart that maps it to on-die RAM, or something?

Im pretty sure they just used different sprites for different angles and sizes. One example of this is Seven Force from their first game, Gunstar Heroes. A lot of his parts and projectiles have different sprites for different angles. About scaling, im not sure, they could have also done the same thing, like the plane that appears in the first part of this video.

A lot of it is redrawing each sprite at different angles, but larger sprites use horizontal and vertical interrupts to give the illusion of rotating. Vertical interrupts are easy to pick out because they can only move by units of 16 pixels, which makes the seams very obvious. You can see it with the balloon animal boss in the concert hall starting at 3:58
