It doesn't make any sense. If you're refering to the story, Lighting was already at peak of his career before that storm happened to him. And if you refering to the weather phenomenon, lightning comes along with the storm. It only comes first if a big storm occurs in hot summer day.

Either Pixar improved the visuals over the last trailer to now or they hid parts of the movie that is clashing with the believable teaser. Cause in this trailer it looks like they're trying to step up the animation to somewhat of a very similar level from the teaser. This movie has me hooked and I just can't wait to see it on the big screen with those improved visuals.
Thats because its been in the editing room since its first reveal, fine tuning the visuals, as whats normal for most films. Its just not as noticeable with others as with cars 3 because fans have been following it closely.
So people dont usually notice in most cases.

considering that cars 1 was released in 2006, the average age for the people watching the cars series will be around 16. Therefore the franchise is aging with the viewers, which I personally think is an excellent marketing choice.

Technically right now McQueen would be faster than Storm. Let me tell you how. Yes you are right, Francesco was behind Mcqueen and Mater during the last scenes of Pixar Cars 2, and in the Tokyo race, Mcqueen could have won if it was not for Mater. When the race in Italy occurred, Mqueen did beat Francesco and as for the last race which was in London, England, United Kingdom, Mcqueen aborted the race and flew with Mater. Therefore, McQueen in Cars 2 has to be faster than Francesco but only by a little bit so McQueen top out a speed of 221MPH in his absolute prime form, and that may also be a bit of an exaggeration. Now in Cars 3, we can say McQueen is as fast as when he was a rookie right? Because of his crash, he was basically rebuilt to his starting form so that means he must be as fast as when he was a rookie and at that time we can say Mcqueen had a top speed of 212-214MPH which is around the same top speed as Jackson Storm, plus with Lightning Mcqueen’s experience with racing as well as tactics such as drafting he can use in NASCAR Races, it is safe to say that Lightning Mcqueen after his wreck would have beaten Jackson Storm if he did not drop out of the race and put Cruz Ramirez in the race.
Someone did the math, Basically Prime Lightning McQueen in Cars 1 was his top speed. Jackson storm is still 5 to 10 mph faster than Prime Lightning McQueen. Thats why they made the statement "wow we haven't seen that much speed since a young lightning McQueen." Storm also has much better consistent speed aswell than Prime Lightning.
