Everyone is migrating to other states for opportunities or to other countries. The only working model for economic development of any state is to permit entrepreneurship without any government intervention. 1000s will start the business but only a handful will survive. The people who fail will be absorbed by the ones who succeeded. You cannot try to shield failure. If you do that, then nothing will succeed.
