I have 3ply yarn. Just measure the head size of baby and make base chains according to measurement or you can make it an inch bigger in size as well if you want a deep neck. You can also use recommended size chart. 1to 3 year 8.5 inches circumference 3 to 5 year 9 inches circumference 6 to 10 year 9.5 inches circumference. Hope that helps. You said you are using a 5.00 MM, hook. It looks much smaller, and 102 chains with a 5.00MM hook would be too large for an infant. This is very confusing. I realize, now. You are using a steel hook. Are the sizes different? Even so, 5.00MM, is the same steel, aluminum, plastic, or wood.
I find that your instructions are not clear and also incomplete. It's difficult to follow. I tried several times, and the count just always seems to be off 😢

This is locally manufactured crochet hook which is approximately equal to 2 or 3mm crochet hook size. You can use 2 or 3mm for this project.

It's a local crochet hook which is actually equal to 2mm aluminum crochet hook in size. So you can use 2mm or 2.5mm aluminum crochet hook.
