To be fair. It was a hard choice to make.
Honestly plutias not even that bad. Just don't tick her off. Or hurt compa or iffy.
I feel like some people forget that she isn't as insane as the villains are.
It is honestly fascinating how Plutia is picked over bad guys, who of which would execute you on the spot for failing them, and one that actually blew up everyone in her nation because they rebelled against her.
The villains might kill you for angering them or failure iris heart will make you wish you were dead
I imagine part of it is because we spend more time with Plutia and therefore know exactly how she operates. It helps that in Arfoire's case we actually get to see her with a game company and she's a lot nicer than usual.

Sadism aside, she's just as if not lazier than Neptune and few things hold her interest enough to stay on task, before Ultra Noire became a CPU its heavily implied She was helping Plutia before Neptune came to Ultra Dimension in Rebirth, and in the anime she was gone from her own dimension for over a month and nothing was lost back at home in turns of stability or shares meaning she didnt do much in the first place that she could afford to be missing
She's just kinda not really a good leader, at least in MK2 when the CPUs were missing it had an effect on their nations and again in Sister V Sister when they have to work in overtime while the candidates were frozen showing they do actually run their nations beyond what we the audience see
Honestly find it funny yet strangely charming that she's obviously on the good team but can be more terrifying than the bad guys at times. 😂

It wasn't for worst villain, it was for worse boss.
And wasn't Plutia, it was Iris Heart.
Why do people think Plutia is a villian? Its like they never played the game/watched the anime.
Is not that people think she is a villian , is judt the though of working for her involves the constant fear of sadie having a Bad day, and the employee ending up at the worst place and the next morning he wakes up as a mindless shell
@@Kracarod plus it's a case of either side of her will not be good working under, you either get the more lazier version of Neptune, or get her mad, and well end up like Linda and Arfroire, traumatized.
The thing is, she's not a "good guy" either., something she admits herself. Her position is more if a morally grey anti-heroine.
Because her characterization in her own game is that she tortures people for fun and then does actually nothing else, except maybe make a doll or two every so often.

Victory/Rebirth 3 really did cement Plutia's status as a terrifying and monstrous person, although I can guarentee she'd do a lot better if it was JP bros doing this poll since they didn't seem that bothered by her from what I heard.
