Stanislav Petrov found himself on that spot. The Radar station detected 5 nuclear warheads but he made the right call and didnt report the launch (He didnt have the benefit of historical hindsight and US and USSR tensions were at an all time high) Many of you will never know his story. We are all here because of his choice. On September 26 is the day he made that monumental decision. I hope you spend that time in peace with your family.

Actually the German original explains it more. When the general send out the jetfighters to verify what caused the alarm, the solders realize that there are only 99 red balloons. However as every solder feels like superhero and Captain Kirk ( which is notorious to ignore the commands and act on his own ) they start to shoot the balloons causing a "fireworks". This fireworks is not viewed well by neighbors ( neighbor countries ) and they consider it as attack on them and starts to shoot the skies . The ministers of war are then happy as they can launch the war, show their importance and can hope for a fat bounty and recognition as a result.

IIRC, in 1983, during the Cold War, a Russian radar station detected what appeared to be an incoming missile attack from the USA. Protocol dictated that Russian military command should be notified so that they could launch a counterattack. The commander of the radar station had a feeling that it was just a glitch in the radar and didn't send the message, quite possibly preventing the all-out nuclear war that would have destroyed us all. The song imagines an alternative scenario where an innocuous act (the release of a bunch of balloons) instead triggers catastrophe. As someone who grew up in the UK during the last days of the Cold War I both love this song and find it utterly chilling.
From the concept of the "balloon going up" and yes, the lyrics are more relevant now than at the Cold War. Cities in dust could only be caused by a firestorm of incendiaries or a nuclear weapon. I would reference Dresden and Tokyo for incendiaries. The Doolittle Raid over Tokyo. The nuclear reference is obvious... Hiroshima and Nagasaki. Nagasaki which was dropped on this day over Japan.

Upbeat instrumental in a song about a nuclear war *NICE*
