    President Ramos’ fifth State of the Nation turned to bolstering his administration’s Social Reform Agenda (SRA) which was introduced and launched in 1994. The SRA is government’s response to poverty, propelled by an integrated set social reform packages providing programs and services for marginalized sectors of society in the country's 20 poorest provinces.
