Yes, light on only 8 hours a day.
I planted aquarium plants but they are not growing. There is a internal filter. Fishes are 7 black neon tetra, 3 khuli loach , 1 simese algae eater , some shrimp in 10 gallon aquarium. plants are dwarf sag, jungle val(small), ludwigia, hornwort. Substrate is compost and sand. Can I know the reason for this ?
Plants need time to adjust to your aquarium. They maybe growing but growing roots that you do not see. Give them time. Check and make sure your water is not too hard. Hard water with a high PH can make it hard for plants to take in the nutrients that they need. Wishing you the best.

Can I know what lights you’re using?
I have 2 simple cheap LED lights from local brand. I bought them so long time ago and I don’t know their power.
I have a 10 gal heavy planted aquarium with filter. My water is clear but has very green tint. I'm sure that my tank is not overstocked and I am not overfeeding my tank. Tried lowering the light, changing water and everything but green water wouldn't go 😅 What should I do??

Probably that’s why.
Try running an ultraviolet let for 3-4 hours a day for about 1 week. You can also use carbon in your filter. The UV light kills algae in the water and carbon will remove discoloration.
Sounds like great conditions for a shrimp tank. ^^
