Stopped by for brooder ideas, I like yours. I can offer one suggestion- I don't use those warming lights, I prefer the plate style warmers since they have two heater settings and are much safer.
Too bad you couldn't get some of the composite decking. Waterproof and offers some weight. Could just pressure wash the sucker clean and it would never rot. Spelling edit*
What was originally in the tote? I have a few that had roundup in them. I was told to fil with water and ammonia to neutralize it but I'm still not sure how safe they would be.

Get some heat plates instead of the lamp. Far better, cheaper to run and no fire risk
