  • As tensions continue to rise between the Philippines and China over their mutual claims to parts of the South China Sea, in a conflict with the potential to pull in Washington, Philippine Ambassador to the United States Jose Manuel Romualdez outlines what’s at stake for his country - and as he argues, for the world.
    In 1999, the Philippines deliberately marooned the BRP Sierra Madre on the Second Thomas Shoal, along with its crew to act as an outpost and to further its territorial claims.
    As Chinese ships step up present-day attempts to block resupply missions to the Sierra Madre, news of a so-called “gentlemen’s agreement” between former President Rodrigo Duterte’s administration and Chinese government officials has created a furor. Chinese officials claim the existence of an audio recording where the Duterte government essentially agreed to a less vigorous pursuit of the Philippine claim to the Second Thomas Shoal and to refrain from bringing construction materials to the outpost. The current tensions, in China’s view, are a product of Manila’s reneging on the agreement.
    For its part, the present administration under Ferdinand Marcos Jr. has denied knowledge of any such deal and has generally been taking a different tack from the previous government. Marcos has pivoted back to the United States, reaffirming defense ties with the United States, and with partners in the region like Japan. The hope is that there’s safety in numbers - that stronger alliances will raise the costs of aggression for China.

      Check again, "In a May 11 interview on dzBB, Cuisia (Jose Cuisia Jr., PH ambassador to US) said then-US Assistant Secretary of State Kurt Campbell (Architect of US Pivot to Asia) proposed the withdrawal of Philippine ships from the shoal. Cuisia said he proposed that China do the same." Cuisia said Kurt Campbell talked to the Chinese ambassador and that they agreed to withdraw, his words, none of our own delegates got a confirmation from the Chinese ambassador, Cuisia took Campbell's word and ran with it, told Del Rosario to pull out the ships while China stayed. That's how we lost Scarborough Shoal. They Chinese ambassador said they never agreed to anything. That how we were fooled by the US and continues to be fooled by the US now by fanning the flames of the tensions in the South China Sea, which doesn't benefit us and only benefit the hegemony of the US.

    I have a friend on Mindanao for 8 yrs. I watch a lot of news there and have been watching what has been happening in The West Philippine Sea. China has been getting more and more aggressive.     Europe and Asia must not solely rely on a people who crave isolationism. Create defense agreements with each other, NATO does not bar members from forming defense agreements with non-NATO members, Georgia, Moldova, Mongolia...etc surround your enemies with your friends. If China attacks Philippines, Vietnam and Cambodia are not safe. If China attacks India, the Republic of Korea, Mongolia, Pakistan Nepal, etc., are not safe. Yet none have reached out to help each other or form defense alliances with each other. Everyone looking to people on the other side of the world to protect the peace and security.     Peace: We need all the countries of the world to sign a memorandum of being satisfied with their current borders and a United Nations Court to sort out any disputes. We then need a VERY powerful United Nations Military to keep individual nations from bullying their neighbours … or any other nation!! Maybe establish a World President and a World Parliament with the member countries being “United” ? We just need a world system to prevent power hungry dictators from brainwashing their young populations to die fighting for their egos and power domination.

    The tone and the way this lady interviews the Honorable Ambassador is somewhat not polite and disrespectful considering the stature of the interviewee. When she makes a follow up question she would say: "Because .....? " as if the person she is interviewing is a child or a person lesser of her stature, Very unrefined way to ask a question as a journalist. Instead of saying: "and why is that Mr. Ambassador?"     The exact number of all Filipinos with some Chinese ancestry is unknown. Various estimates have been given from the start of the Spanish Colonial Period up to the present ranging as large as 18-27%. The National Statistics Office does not conduct surveys of ethnicity.

    Time for Beijing and the Philippine's government to discuss and resolve the territorial dispute based on international facts and international laws, not their interests and opinions.     It’s interesting that the generation of Filipinos that Duarte represents, that were anti-American and asked the U.S. to leave the American Navy base in Subic Bay, are leaving the stage. They demonstrated to the younger generations that the fate of the Philippines was in their hands and blaming the Americans for their corrupt politics was pointless and did not serve them. It is not an accident that Philippines is much less prosperous than Malaysia and is about to be surpassed by Vietnam. The fact that America left Subic Bay when asked and now is being asked, no begged, to come back for Philippines own self interest is an ironic twist and really shows how much harm President Xi has caused to the people of China.

    ASEAN countries should sign Agreement on non-interference in the internal affairs of other countries with China. China is seeking leverage in ASEAN member countries. That might eventually change constituency or status of those countries.

      Do your research correctly. Those are EDCA Sites not just a US Bases but shared both The Philippines troops and US Troops and take note ,those edca sites are not lease nor given to the US. It's still under the Philippines ownership so there's no land/territories that is taken by the US unlike those in China who steal our Reefs,shoals and etc

    Other countries in South China Sea also has EEZ overlapping with China's 9-dash line. Malaysia for eg has many oil and gas platform within the EEZ overlapping with 9-dash line. Msia does not provoke China like the Phillipines, and situation is status quo. Philippines sunk a commissioned navy ship at the disputed shoal; with obvious motive to drag their Uncle Sam to confront China. Philippine action is a threat to regional security.

    The Philippines were colonized by Spain for 333 years which is from 1565 to 1898. Then it was colonized by US for 48 from 1989-1946. Philippine became independence in 1946 after almost 400 years of continues colonization by the west/Europeans. What China ever did to the Philippines?

    The Philippinos are very good workers. The Philippines were the most advanced country of Asia in the fifties. It was more developed than China even in the 80s. Philippines sends their daughters and sons all over the world to work in many trades and received billions each month , for decades and ongoing. What happened to the money?     Philippines officials said: there were no such agreements. Otherwise, please provide us evidence that such agreements exist.
    Chinese officials said: we will provide the recorded phone call to prove that such agreements exist.
    Philippines officials said: it’s illegal to record the dialogue between Philippine officials and Chinese officials, it’s against our law. We will expel Chinese ambassador.
    So how can anyone prove the agreements without breaking Philippines’ law?

      @@lvjinbin28 Read it again. "Japan renounced its claims," it didn't surrender them to China. Before WW2, the Paracels were part of Vietnam and the Spratlys were part of the Philippines, so they were returned to them. Taiwan and the Pescadores were part of the ROC.
      The Spratlys were originally part of the Philippines under Spain and were ceded to the US under the 1898 Treaty of Paris and the 1900 Treaty of Washington. In 1946, the Philippine Archipelago was surrendered to the Republic of the Philippines in the Treaty of Manila.

      Except PRC isnt ROC, ROC still has Taiwan, and the 11 dash line is disputed by several countries and not recognized as border of PRC.
      Paracel Islands are disputed by vietnam and Taiwan but controlled by PRC. Spratly Islands are both disputed and controlled by many different countries including PRC, Vietnam, Taiwan, Philippines, and Malaysia, and Brunei
