I've watched many of his videos. Apparently there are night clubs nearby judging by the number of staggering people that are hunting their vehicles at night.

Yeah! I think there are guys, in Russia?, that stop cars driving over the sidewalk / pedestrian area. They use these big green round stickers and glue them on the front windshield... wowwsers, they get ANGRY... 😂
That's what they do here - large square stickers that have permanent adhesive and are stuck right over the windscreen in front of the driver so there's no way to see where you are going. Usually stops most people from driving away.
I thought I had seen them all but this one is new to me. GTOger was great.

The BMW driver probably took the photos to send to Google to find out the meaning of the big words.😨

Oh, you can’t call them on their attitudes, they’re wearing tank tops & have their hat on backwards, they MUST BE SOOOOO COOL, how dare you even look their way!

For the idiots who don't care about fines, I would suggest towing the car and put it in an impound lot for a specified amount of time. Once the time is done, they can pick up the car after paying the impound lot their fees. For some, it's not the money amount as we've seen some donkeys tell cops they'll just pay the fine. Nobody wants to be without their car for weeks, or even months, depending on the severity of the infraction.
Towing would do it

They probably took pictures of the No Parking signs so they could show people at the club and see if any of them could read it for therm. They acted like children when they got caught. They probably can't read.
