While the country is grateful, is the PH content in being a beggar instead of spending its own money for defense and to deter China? The last acquisitions of new modern frigates were 10 years + ago, during PNoy's term. It looks like senators prefer giving confidential funds which cannot be scrutinized by the taxpaying public, than modernizing the AFP.
