And, in the city of Seattle (where the ice cream shop is located), the minimum wage is even higher at $18.69 (which is the same for both “tipped wages” and “non-tipped wages”).
On top of that, speaking generally (i.e., not specific to Seattle, Washington) it would be highly unusual for an ice cream shop worker to be considered a “tipped wage” in the first instance such that the position wouldn’t be eligible for the higher federally mandatory minimum wage for a “non-tipped” position. Just because a position is eligible for tips, doesnt mean it’s a “tipped wage.” Classic examples of jobs which are tipped wages are being a restaurant server or a bartender.

It's gotten intrusive when you're at the counter, they turn around the screen, and you see an option for a $2 tip on a $3 cup of coffee. What? Just pay your employees a bit more. Some employees might think it's better to get tips since it's kind of under the table (they're not including all those tips in their income taxes), but there are advantages to having a higher income in your paycheck. You're able to contribute more to your retirement, a larger pension (if you're employer offers one) and a higher reportable income means higher Social Security payments when the time comes. A higher income documented in your pay helps when applying for a mortgage or other loan. I think it's Texas where the tipped minimum wage is something like $2.13 an hour, because the tips should get employees above the federal minimum wage. This is basically employees working for free at restaurants that do this, because $2.13 per hour is nothing.
