He had this weird instinct kick in, probably because he heard "the seven" and didn't really put it together. Some pillar in his soul just shook a little bit and he thought, "what if this job is a bad thing?". He could just see something was wrong, that moral compass wiggling... just a bit... that maybe this girl was a part of something problematic.
Great show.
And this is exactly how they met in the comics that's dope

Note: When Garth Ennies the creator of the Boys created Starlight he just wanted her to be a punching bag, nothing more. However when he put both her and Hughie at the park bench he felt that there was something there and well rest is history
As a Filmmaker , I can tell you that a lot of times people who work in the industry play in make up stories, or things were made up that they never actually said.
In the comic Shuey in starlight, basically have the same relationship so I know for a fact this was not some last-minute decision change they made when she sat down on the park bench that’s not how screenplays are made either

However, what people were upset about was in fact not the alleged plastic surgery but the botox and fillers she suddenly had, there is no way to deny that she did. The "scandal" was blown way out of proportion though, it's nowhere near as bad as that one viral picture made it look.

this meet-up always felt a little jarring to me.. If I'm in Annie's shoes, I'm not making an emotionally charged call like that and sitting down next to a stranger. If I'm in Hughie's shoes, I'm not sitting down next to a stranger on the phone to eat my sandwich because it's rude. now if Hughie was sitting down eating and overheard Annie making this call standing up a few feet in front of him or something to ask what's wrong, I think that would have just been a lot more natural.
