The worse than usual seasonal floods have been caused by melting snow.

Earlier they said that the builder of the dam blamed rodents for chewing a hole in the dam, and so the water just rushed into this small hole and breached the whole dam.

all things considered, floods are among the least harmful natural disasters, usually only beating earthquakes unless its strong enough in terms of damage both immediately and following.
For a rescue effort I didn't see a whole lot of helicopters or planes in the air monitoring or helping the situation, do they intend to help people a dingy boat at a time
