Thats why they are buying Bundesliga top stars I guess? I cant see how they dont see that their logic is deeply flawed. Haaland may be the best example ever. He came from the "farmers league" to the all mighty EPL and squashed the all time goal scoring record in his first season at the age of 22 or 23. How he managed to get more goals with City than with an actually strong side in Germany (Dortmund) which plays possesion style football and faces allegedly farmer teams? By their logic Haaland should have scored 50 goals per Bundesliga season at Dortmund. But no, it was like 25ish and in the EPL 36(?). This would suggest that Man City farms their league aka the EPL a lot more than Dortmund does in the "farmers league". So what does this make the EPL then..?
