If you're moving to the twin cities and looking for a virtual tour of the best neighborhoods - look no further than this youtube channel (Remember to Subscribe!) and two of the best neighborhoods in Saint Paul - Macalester Groveland & Summit Hill! Usually I do a virtual tour of one neighborhood or compare the two. While I do compare Macalester Groveland and Summit Hill in this video, these two neighborhoods are pretty small and very similar!
I lived in Mac Groveland for about two years, and it was an excellent place to live!

I grew up in Mac Groveland on Mount Curve Boulevard between 1980 and 1990. Excellent neighborhood for raising kids as it is quiet with no real through traffic.
We ended up having to move in 1990 due to high taxes (we lived 3 blocks from Mississippi River Boulevard).
The drawback, outside of taxes, is--as you said--lack of real convenience as far as getting necessities easily. When I was there, (and I'm sure it's still true today), it was three blocks to the nearest bus stop to take you into the Highland Village shopping center.
School options are great though. I attended Groveland Park Elementary from 4th to 6th grades and then went to Nativity for two years before attending Highland Park Senior High School.
In addition to Macalester and Saint Thomas, there is also The University of Saint Catherine's, which has a beautiful little campus we used to hang out at before we were old enough to start venturing into Highland and parts beyond.
If your clients are looking for a neighborhood off the beaten path and can afford the taxes, it's a great little pocket. If they're looking for convenience and affordability, I'd say steer clear and try the Hamline Midway area instead.

Moving to the cities from duluth (pnw originally) & intereted in summit hill area, highland park & NE Minneapolis. If i'm capping my rent around 1200, which would be the place to achieve this? Have a cat, and a car. Infinite bonus points if the place allows a large dog

Maybe somewhere in Mac Groveland will have more rentals? A dog can be tough no matter what, but check Craigslist and Facebook marketplace! That’s my favorite place to find rentals in the twin cities!
