The "Black Tie White Noise" album in my opinion was a solid album. Especially after the "Tonight" (from 1984) and "Never Let Me Down" (from 1987) albums was not critically praised. I think that he during much of the 1980´s made some forgettable pop/rock songs because these songs could be played on MTV and the radio and sell well. I think that after Tin Machine he went back to during some more experimental music again and he was getting creative again. I have a lot of respect for David Bowie and even now when he´s dead his music still means a lot to me. :)

Correct me if I’m wrong, wasn’t Black Tie White Noise dedicated to Iman?

Tin Machine was a band he had formed when his last 2 albums flopped, because he didn't know what to do, later describing it as a mid-life crisis. They had 2 albums. In 93, he got back to doing solo albums.

Adore him . . . . . . but that was, IMHO, the worst album he ever made. I think he thought it was the worst he ever made.
