Why the hell would you have a tiny ass dog chained up outside where of course predators like owls would eat the dog?! Of course it would be eaten by an owl!! Its a free meal!!
Remember this was a child so even if u wanna do smth ur parents won't let u, like let the farm dog in the house, but if it's that small then it is a no brainer to keep it inside

@RD_GAM3S the issue is, it's not big enough to be an outside dog. The chain isn't the issue. The outside part is. He shouldn't be outside at that size, cause on a farm, that makes him a meal for the wildlife.
Why would you chain a small dog outside??? That is abuse, even the smallest predators could kill it off! Small dogs are indoor dogs or need to be in enclosed, secured pens, you can't leave them out like a big dog, they can't defend themselves!

Sounds like the dog was a livestock guardian dog. They usually sleep outside with their herd.
