I think it's more likely that Richard A. Bottomfeeder, the lawyer-turned warden, was just someone Mrs Puff used to date when they were younger and it turned sour, like the Squilliam and Squidward situation. They both grew up in Kelp City, he never got over her, became a secret stalker, and being a lawyer, he managed to follow her to Bikini Bottom when she went on the run, now older, fatter and with different hair than when they dated so she's unlikely to recognise him immediately (maybe the name and accent aren't even real), and she couldn't admit to anyone if she DID recognise him, because he could expose her true identity. His goal is to prevent her being with other men, possibly to torment her out of spite while he does so, but mainly just to keep other men away from her. That makes more sense to me than Mrs Puff having a photo on her wall of somebody who got killed because of her or a family member of someone who got killed because of her.
But there is no reference or whatsoever that they were once dating or had a relationship. Something like how mrs puff have a picture of mr krabs. And two important characters (Squidward and mrs puff) having the same love turned revenge story is not good. But your theory is good as well, maybe, that is why the warden keep mr krabs and the other criminal guy away form mrs puff.

Why the SpongeBob torture? He's going way to far for it to be just a simple lovers quarrel. If your depressed enough and remorseful for your actions, hanging a picture to remind you of your conviction as a teacher and the one with the most responsibility in the events.
