Most departments have a policy where they must be turned on during any interaction with a person and if they are not turned on, the officer can be fired for it.
Find me a battery that'll run for 8+ hours without a standby mode and a small hard drive that'll save video of an entire 8+ hour shift and I'll show you a bodycam they don't have to manually turn on.

@Dan Thomas I served on a grand jury. we had 2 civil cases, everything else was law enforcement related. one case, the plantiff didn't present any evidence. the other one, the plantiff came in with a brief case full of documents to back his claim. the police officers? not a SHRED of evidence. we had to take them at their word alone. so when you see these cases where officers murder people and the grand jury decides not to indict, just know that the reason they don't indict is because they hear the police's story, then their co-workers (the prosecution) tell the jury why there's reasonable doubt for the officer, and the jury has no ground to indict because there's no other evidence to examine. the "legal" system is a fucking scam. I will never take part in that joke of a circus ever again.

I have had two different officers tell me they would make up charges on me. I'm educated and not into criminal activity, but you think about how your life can change because they want to.....I don't know have fun or just incriminate people. Now I always install cameras in my car that record.
As of February '20, the only thing that happened to the cop was that he was taken off the streets (for a while). His buddies weren't even accused of helping. In truth, what the cop did was a felony, actually, a few felonies.

You could have proximity sensor so when he leaves the car it turns on. Like a Mercedes you can’t lock it with the key inside, but as soon as you remove the key it allows you lock it. Or you could make it standard procedure, or continuous unless they push a bathroom break button or whatever.

All cameras (dash and body) need to be recording audio and video at all times, with no way to turn it off. If they malfunction it should be treated the same as a ticket written wrong, the ticket and charge is thrown out. They also need to be held accountable for ‘accidentally’ blocking their cameras.

Where is the first of the video? The part that shows how those items got on the ground in the first place. The police routinely drop items on the ground when searching a suspect. Especially if they are being stopped for a violent crime. This allows them to keep both hands ready to defend themselves. The suspect doesn't deny that is his wallet and cell phone on the ground. I am not sure about California law but in Texas cocaine is a felony and the gun enhances it, either way their cameras should stay running for their entire shift, like a time clock.
