While the voice actor is Irish, his dialect of Irish English (in large part developed from English settlers) is closer to what would have been common English in William's time than some RP voice actor. Ireland did not speak English in William's time. Although there are lesser known English dialects that would be even closer, I presume an Irish VA was a random choice. Edit: never mind, apparently the character is supposed to be Irish which makes it kinda wrong especially if he is from a remote village (would have no experience with English) his backstory implies he would learn it but this is probably the Japanese writer conflating the British Isles as a single, unified entity and not realising Irish exists.
