Evan Samson Carlsen let off the piece and tried to move it again, which is against the rules. In this game Savchenko didn't let off the piece so it was perfectly fine. Every player sometimes begins to move a piece to one square and whilst doing so realises that there's a better square and adjusts the moving like here in this game. It's likely nothing more than that.
