It's a Hindu festival. Its called Thrissur pooram. Elephants from nearby temples have been gathered at this temple. This temple is Vadakkunathan Temple. Which was made by Lord Parshurama for Lord Shiva.
This is the only Shiva temple where you cannot see Shiva Linga because it is covered in Ghee.
The elephant coming out of the temple in this video is Thechikottakavu Ramachandran he is a very famous elephant even used in Bahubali 2.
The elephant festival takes place because these elephants are being fed by the devotees. As they are considered an avatar for Lord Ganesha.

That festival is indegenous to Marathi. As you say it's not hindu festivals, you need to understand that in India way of following Hinduism is different in each state. Marathi tradition will be different from Kerala tradition. Kannada tradition will be different from Tamil tradition. Assam tradition will be different from Bengali tradition. When people say it's hindu festival they mean it's indegenous indian culture. Hinduism is amalgamation of different cultures in India. Hope you get it.
