The reason the Koopa shell doesn't always work against the Hammer Brother is because of a bug. To fix this, the Hammer Brother needs to be the first enemy lined up for collision detection, and if so, to reset the defeated enemy state.
Story After Princess Peach was saved Mario and Princess Peach safely went back to the Mushroom Kingdom little did they know Bowser was able to get back to his castle he hired more enemies to attack the Mushroom Kingdom as a distraction until browser showed up fast and then captured Princess Peach again it's up to mario to save princess peach again
I personally like this Super Mario Bros. 2 game better than the one released in the U.S.A because it just feels like a Mario game with a challenge, while the U.S.A version is just a remake of Doki Doki Panic, just the characters being replaced to make it a Mario game

Man, this game is hard. Like, I played this on NSO and there were a couple levels where I had to keep rewinding because I kept messing up a jump. Plus, it’s kinda annoying that there’s a lot of levels that require you to do some Koopa bouncing because it’s kinda hard to do with the physics since they weren’t that great in the first Mario Bros. Also, it’s really annoying that you have to beat this game 8 times just to get Worlds A-D. Like, it would’ve been fine to just beat the game once without warps to unlock World 9 as usual and then you get a game over in the 9-1 to play Worlds A-D.
