He wrote it after a visit to a nursing home to see her, where she was remembering all the things of her youth, and thinking she was still that age. He did a fantastic job with describing it.

That track comes from the album 'Punch The Clock', every track a gem, to say no fillers would be tales of the obvious as he never does them. If I had to narrow it down (because I would recommend every track on it) to only one track for you to react to it'd be 'Ship Building' - a beautiful composition again with a lot of hidden/twisted meaning in the lyrics.
Now you must do the entire Joe Jackson “Look Sharp” album Love me some Elvis Costello, he’s a genius, brilliant. But that single Koe Jackson album was played at EVERY party- Punkers, New Wavers, Metalheads, Every clique of music loved that album. Very Blues/Jazz type vibe All stories “Is She Really Going Out With Him” and the title track are great starts along with “Stepping’ Out” beautiful soulful piano in that one

And don't doubt that he didn't write the whole thing in ten minutes. His prolific output from 1977 through the 80s and into the 90s was legendary: easily an album a year through that whole stretch. Long been my favorite singer-songwriter ever in the pop space.
