I agree someone should have done something for David the moment they wondered. But if mom didn't do this, starting at home, it would be a moot point. And she obviously wanted to be "with him" since it was once he started becoming independent that he "started getting sick". Thus having him at the other ward wasn't in her plan. I don't think she tried to murder him, but get him back to "sick enough" to "begin the process again". As her brain isn't working correctly
