In the book he's referred to as the "mouth of Sauron", so I think the implication is that this is like a miniature manifestation of Sauron and not a separate being of its own.

If I remember correctly this happens just as we (the audience) are beginning to believe that Frodo will actually make it. So, dramatically speaking, it just doesn't work to insert such a bummer with the chain mail. Also, the actor is actually too good, for once. His performance is so uncanny as to be a big distraction from the other characters. His decap is also inappropriate as someone else here pointed out.

zs9 well in a sense he did. He knew it was nearby due to the ring with "having a mind of its own". That and he knew that someday someone would have made an attempt to destroy the ring one day. But he didn't know who. That and you have to remember that there was a possibility that Sauron didn't know about Sam since he dosen't know that two were able to "walk" into Mordor. So they knew that even if Frodo didn't make it. Sam would. But they would still mourn the lost of Frodo. But it gave Frodo and Sam the chance they needed, since Sauron didn't know that Frodo is still alive. Thanks to Samwise the brave.
Gandalf knew he didn't have Frodo. Sauron would have the Ring if he had Frodo. And Gandalf, Galadriel, and Elrond would have been "laid bare." They were using the Three Elf Rings. Cirdan gave Gandalf the Ring of Fire.

When Snagar didnt want to pass Sam in the stairs inside the tower Shaggrath himself took the parcel containing Frodos mithril mail shirt and went off to Lugburz (Barad Dur) to give information that a halfling was caught and one more must be lose as the other one fought off Shelob before she could take Frodo along.
