This is, or at least It used to be, High School History. Now I will state that it is entirely possible that some Germans were used to build the wall. Russians used many political prisoners for building projects. However, Russia was good at moving political prisoners out of their native country to make it harder for them to get home if they escaped. So it is entirely possible that Poles or Czechs were used to build it.

The Atlantic Wall and Siegfried Line were definitely built by Germany.
