Found one at the big lake near wapiti
you can also spawn them near a clearing a little west of fort riggs using 2-3 herbivore bait
I have also seen a few Moose spawn in the area near the meditating monk
Just go to the locations where the moose spawn use 6 herbivore move away and sometimes will spawn two.

@superantonio best location is near the Loft where dinosaur bone is, put 6 herbivore baits down on the valey go up on the hill near the dinosaur bone location torn back and se if the moose spawn. I even try it on randoom locations near Horseshoe Overlook there spawn two moose.
Just showed my spn this trick last night. He got one his 2nd try. It took me a bunch 😂
