Can the brake arm on the caliper be situated to pull from the bottom opposed to the top?

perfect ill need to flip the arm and probably upgrade the disk size because the 6 inch seems to be way under sized for the 23 inch tires I'm running🤣🤣 I guess I should invest in pads to because to combat the arm hitting the housing before it engages the brakes the guy that did the work for me just cranked down on the adjustment so the brakes constantly drag to slowly roll to a stop when you let off
